This has got to be the craziest item to set up! Throw away the instructions as they are useless! The trick to setting it up is to thread the tape under and towards the small wheel with the 3 black elastic bands. Once the tape is in place, start clicking the plastic housing to engage the tape to its proper length. It works well once it is set up. Happy wrapping!

It's convenient once you figure out how to use it but instructions on the back is very unclear.
